China and Africa : A love story ? A critical analysis of China’s financial assistance to Africa
China’s growing interest in Africa has been a matter of several debates theses recent years. Acclaimed by African political leadership for its respect of the States’ sovereignty, China’s financial assistance is today present in almost all the countries in Africa, south of the Sahara, a region which has long been considered a traditional bastion of former European colonial superpowers. But today, a new player has constrained the masters of yesterday to reconsider their African policies. Indeed, mostly characterised by its packet of political conditionalities (human rights, democracy, good governance, etc.) western financial assistance to Africa has been always seen by several analysts as a humiliating instrument. This is the opposite of Chinese financial assistance which are generally free of any political demand. It is therefore not surprising that public opinions in Africa are more favourable to China’s investment than to that of France. However, taking into account the net comparative advantage of China’s investments in Africa, could we conclude that Africa can better off through Chinese investments?
