Could the following initiative of the Norvegian governement inspire African States’ Leaders? Large-scale programme for Energy reserarch (ENERGIX)

This is a research programme initiated by the government of Norway in order to face a problem which challenges the stability and the security of the country. Millions and millions of Euros are to be invested in research projects likely to help tackling the problem. The most important in this example is not necessarily the amount of funds, but rather the attitude of the ruling team, the trust of country’s leadership in the national scientific community and institutions. In Africa, studies and researches are likely to be undertaken by the World Bank, IMF, USAID, etc.

Objectives:

This is the first call for proposals under the new large-scale programme on energy research which is replacing the programme Clean Energy for the Future (RENERGI), the Research Council’s programme on environment-friendly energy research for the period 2004-2012. The preliminary work programme for the new programme, on which this call for proposals is based, was approved on 15 June 2012 by the Research Board of the Division for Energy, Resources and the Environment.
The name of the new programme is ENERGIX. A programme board will be appointed in early autumn 2012.

Primary objective:

The ENERGIX programme is designed to provide support for the long-term, sustainable restructuring of the energy system in order to accommodate a greater supply of new renewable energy, improve efficiency and flexibility, and facilitate closer energy integration with Europe, with due consideration given to environmental perspectives . The programme will help to generate new knowledge and cutting-edge solutions aimed at achieving the following targets:

  • To ensure Norway’s security of supply;
  • To achieve sustainable utilisation and consumption of Norway’s renewable energy resources;
  • To reduce Norwegian and global emissions of climate gases;
  • To develop Norwegian trade and industry;
  • To develop Norwegian research communities.

This programme/activity normally accepts grant applications from:

Companies, groups of companies or trade and industry organisations, as a general rule in collaborative projects between companies and/or R&D groups (within universities, university colleges and/or independent research institutes).
R&D groups (within universities, university colleges and/or independent research institutes).

Duration:

2013 – 2023

Budget for the previous programme period (the RENERGI programme):
For 2009: NOK 255 million
For 2010: NOK 362 million
For 2011: NOK 354 million
For 2012: NOK 386 million
